When discussing technological developments in the field of education, two terms are currently in use: educational technology and EdTech. By educational technology, we mean technologies developed specifically for educational purposes. At present, however, these are primarily general-purpose technologies that are being applied in education. Today, we increasingly understand EdTech to refer to the internationally oriented, organizational, and economic ecosystem surrounding educational technology. This ecosystem encompasses established providers as well as new stakeholders with transformative approaches, data-driven business models, and innovative financing mechanisms.
In contrast, the Swiss education system – particularly compulsory education – is fundamentally shaped by public law. The focus is on local schools and cantonal processes. Furthermore, the education system is guided by values and guidelines. To ensure that these guidelines and values are also taken into account in the digital education space, the public education sector must engage with the operational logic and business models of private stakeholders. So far, there are hardly any suitable structures, processes, or forms of governance in place for this.
As the specialist agency Educa, our mission is to integrate technological developments with quality development within a digital education space. Through our work at Educa, we are laying the groundwork nationwide for a digital education space that aligns with the strategic goals of the Confederation and the cantons regarding systemic quality development. We develop action plans and identify development options for the public education system in order to harness the potential of digital technologies while simultaneously prioritizing learners and the values and guidelines of public education. This involves approaches to new forms of governance and the design of appropriate regulatory frameworks.

Educa’s web-based Navigator app (navi.educa.ch) presents the functions and scope of applications currently available on the market. An overview of work, organization, communication and collaboration tools used in the education sector in Switzerland is intended to assist individuals responsible in schools and school administrations in their search and selection.
Developing Schools with EdTech
The use of digital technologies is fundamentally changing the education system: processes are not only being supported but transformed. This creates new roles and responsibilities that challenge existing areas of expertise. We develop action plans and identify development options to support the public education sector in shaping this transformation.
